Installer fails: error code is 2755

i am trying to re-install the latest WWT on a Dell Inspiron 6000 notebook computer running XP sp3 for my brother, who is an earth science teacher. he had a previous version working ok, but uninstalled that after some sort of update problem. when we run the installer for the latest, "hotfix" version found at:

http://content.worldwidetelescope.org/update/wwtsetup.msi

it fails after the license agreement with the message:

"the system cannot open the device or file specified"

after clicking cancel another dialog appears which says:

"the installer has encountered an unexpected error installing this package. this may indicate a problem with this package. the error code is 2755."

this happens when installing immediately after a restart. i have tried clearing the c:\temp directory, and also temporarily moving all items in c:\windows\installer to a subfolder. i have also updated windows installer to v4.5.

any help would be great. my brother has been counting on WWT for the astronomy unit he is currently teaching.
