It would help to know

1) the number and size of the images you are working with.

2) does it happen with any other export types for the same image,

3) do any other Tileset exports fail (for other image sets)

Someone else made me aware of this last week.  The HDView ouput of ICE is no longer working on Win7.  We will investigate further to see if a fix can be provided.  In the meantime two suggested work-arounds are:

First - you can (1) use the Deep Zoom export, (2) open the generated html file, (3) find the <xml><root> …. </root> snippet, (4) store this as a separate xml file, and (5) point an hdview web page at this.

Second - ICE stores all of the important pano info in a jpg exif tag (as does WLPG).  So, you can also point the hdmake command line tool at an ICE generated jpg and use the –xmlwlpg command line arg.  as descriped here: http://hdview.spaces.live.com/blog/cns!1AD33AA162CE96C2!506.entry
